Air traffic control is understaffed.

If there is something that can be fairly questioned at this point, it's why training/maintenance flights involving helicopters flying at 300 feet are happening that close to major airports in a routine manner. Too much air traffic with too many flight path variables for this not to have been an accident waiting to happen. [/quote]
