The people ready for retirement are mostly (not always) those who have the least problem with RTO. The level below them, who are experienced enough to replace them, are in the parenting years and typically value flexibility. RTO is a problem for them. (If you are in this group and can RTO, there are many opportunities already.) The younger (late 20s) group is fine with RTO now but will enter the parenting years very soon. They don't have enough experience yet to replace the retirees. Early 20s are a rarity in government, outside a few programs like PMF. [/quote]
