[/quote] IDEA enforcement is delegated to the states, not to OCR. OCR is supposed to handle discrimination, which is a bit different, and there can be overlapping claims. IDEA complaints, mediation, and due process are ALL handled at the state level (unless a due process case ends up going to federal court). [/quote]
