His kids are older. He is implementing changes. Some aren’t very visible but they are being felt. Example—downloadable sortable data shared with the board and public in BoardDocs..
Downloadable data is nice. But not a significant enough change to clap for him as some kind of change agent.
Where was Taylor today when Council wanted answers?
He let Dana Edwards fall flat on her face. Maybe it was intentional.
+1 He inherited a team that included folks like Edwards who had previously been removed from her position for corruption and cronyism. The optics of a full-scale house cleaning are bad, so he needs to give each of them a chance to succeed, and then document when they do not. This is what a transition period looks like, particularly when someone is actually interested in making changes. Most MCPS parents haven't seen it before because McKnight came up from inside with all of the connections and loyalties inherent therein.
Edwards wasn’t the only one who came out foolish. I was stunned at how awkward and foolish Essie McGuire, Taylor’s chief of staff, was. I thought the whole point of grabbing her from the council was so that MCPS wouldn’t so easily be made the fool again future Council hearings. She could respond confidently or persuasively to any of the questions that she should have anticipated given her familiarity with the Council. She just repeating lawyerly phrases about acknowledging the failing and hoping to move forward.
👆. MCPS looked a mess and liked they hadn’t thought through what next after having received the reports from the IG. Admitting mistakes is welcomed. Learning and progressing from them is better. For the PP who thinks this looks like transition, what I will say is it doesn’t look positive. His leadership team has once again showed up to BOE meetings and now County Council meeting seemingly unprepared with answers to questions folks should have seen coming a mile away. That says to me that your Leadership team hasn’t briefed you about what is going to be delivered and if they did you didn’t ask the key questions so they would know to be prepared to address.
But again, I cannot understand how or why Essie McGuire, who LITERALLY was a Council Analyst, decided to show up unprepared and answered the way that she did. I think it was advice from General Counsel to admit to as little as possible and attempt to deflect and reframe that MCPS is focused on improving in the future. It was sad.
Then the GC should have shown up with them. Better yet they should have sent notice to the council asking to move the meeting to end of October given sensitive negotiations and provided them an update.
I wonder who General Counsel reports to now that the system doesn't have a COO or a Deputy Superintendent.
She reports directly to Taylor.
I see. Mrs. Stephanie Williams: https://ww2.montgomeryschoolsmd.org/directory/directory_Boxoffice.aspx?processlevel=20612
Was she also the general counsel in 2021?
She was appointed in May 2021, but Essie and other MCPS leaders presented this contract in Feb 2021. [twitter]https://x.com/MCPS/status/1397275495033708544[/twitter] So it would have been her predecessor that was involved in originating the deal, but Stephanie definitely should have been brought up to speed and following up on ENFORCEMENT of the contract, since the delays happened well into her tenure.
Stephanie Williams was already the acting general counsel from Nov 2020 to May 2021, before her official appointment. And she was associate general counsel for three years before that.
Welp. There you go. So there are three MCPS employees involved in the original deal that are still current MCPS employees: - Essie McGuire - Stephanie Williams - Eugenia Dawson Dana Edwards lied boldy to the Council once again.
