I think it means the parents with unrefunded camp fees were probably not originally identified as creditors, so are receiving a second mailing to creditors.

Probably the first mailing went to the big creditors because there are relatively few of  them. Then they had to go through the camp's records to get the little creditor names and addresses.  And then did the second mailing.

I once did a student project at a big company and we had reimbursed travel expenses that were promptly paid.  About a year later, the company went into bankruptcy restructuring and all the former students received bankruptcy court notifications to register any unpaid claims.
