Prior to 2017, USAO consistently prosecuted 70+% of arrests, across R & D administrations. Graves declines to prosecute up to 67% of arrests, basically inverting the ratio. It's the fault of the USA.[/quote]

Lack of prosecutions is the USAO's fault.  But lack of arrests is MPD's fault.  Stupid of MPD to make the USAO's failing their own failing.[/quote]
