Baltimore City schools are not a success story.

Out of 150 schools, 23 Baltimore City schools had zero students proficient in math and another 20 schools with only one or two students total scoring proficient in math.  [b]Citing Baltimore City schools as demonstrating the success of restorative justice shows the opposite[/b].
