[/quote] While I completely agree, let me explain the real world policy barrier: When women have a baby without a spouse, sometimes it’s difficult if not impossible to get them to identify the father on the birth certificate. Why? Because the woman knows if the father is equipped to pay or not, and they realize they are better off drawing public assistance when there’s no father in the picture. When the office of child support knows who the dad is, they go after him when the mom and baby are receiving public assistance. This creates implications that the mother is trying to avoid. And the cycle repeats itself with different baby daddies. [/quote]
