You can get a dragon in other ways (Laena claimed Vhaghar as a teen) but I guess that’s the easiest way to do it. That’s why she offered Syrax’s next clutch of dragon eggs to Alicent as a sweetener to the marriage deal. That's why Aemond doesn't have a dragon yet, since his egg never hatched. So, a Targaryen either has a dragon born with them, or they have to earn the loyalty of an an existing dragon.
