Two of the four factors of boundary changes are "Stability of school assignments over time" and "Facility utilization", where "plans should result in facility utilizations in the 80 percent to 100 percent efficient range over the long term, whenever possible."

According to the CIP, BCC is in the mid 90% utilization now and won't get over 100% for quite a while. In what dreamscape would someone suggest the BoE go against a couple factors to include BCC in a boundary study when they've already excluded it from the discussion?[/quote]
