[/quote] Ultimately I think DC needs to fix its shelter situation and have safe, managed, hygienic, supervised facilities where the homeless can stay, (and not be kicked out during the day) rather than being allowed to sleep on the streets. Don't even give them the option to camp. And, give them psychiatric screening, drug rehab and treatment, etc, and put any who are capable of working on a path to employment and self-sufficiency. But no camping on the streets, under bridges, etc. If they don't like it, they can "stream" themselves elsewhere.[/quote]
