There are quotes from DAs saying they don’t want to prosecute shoplifting anymore, if that’s what you’re looking for. I’m not sure if anyone is telling them that. I think it’s what they run on, because they know their democratic base likes it.

So in other words it's a unilateral decision by one single foolish person, unsupported by any legal statutes or governing body.  Meanwhile they are still prosecuting but at a lower rate.  Meanwhile it doesn't absolve police of their duty to continue responding to calls and making arrests.  If police aren't bothering to respond to these flash-mob robberies because they *might* not get prosecuted then that is the police intentionally deciding to not uphold law and make the problem even worse.[/quote]
