Bicyclists can ride on any roads except highways - you'll notice there are generally posted signs saying so. There is no limit to how many people can ride in a group (freedom of assembly?) but some places have restrictions on how many can ride abreast. Some police have windshield-perspective, like some of the drivers in this thread, and may harass bicyclists who are following the law.[/quote]
