I think if teams are underpreforming they couold move them to EDCNL regional for a few years. Once the U18/19 team has moved on BRYC will have no teams left that can even win a single game. The 2009 group is not good either so they won't be winning games next year in ECNL. We have a ECNL regional league here that they could compete in. They still may only win 1/2 their games though.
Ideally - or at least ideally from the perspective of the kids - individual teams could be relegated/ promoted from regional ECNL to ECNL each year. So a club might have half its teams playing in the top tier, and the other half in the second tier. The problem though would be the travel and coaches coaching multiple teams (and parents with multiple children). If a coach has to travel to South Carolina with the U13s, he cannot also be in McLean wth the U16s. This is why so many leagues are set up as "club" leagues rather than "team" leagues so that all the club's teams travel to the same destination one weekend. Maybe there would be a way around this if every club in the DMV area played within a single league structure where individual teams couple be promoted/relegated so that coaches could manage the drive times between different locations. But presumably NCSL was once this (don't know for sure - just guessing here since this would have been a long time ago)? And obviously something about NCSL didn't work since clubs moved away from it. I'm guessing that perhaps the very best kids do need competition from a wider area...?
