[/quote] No. It is neither wise nor financially tenable for hospitals to run at fifty percent capacity just in case there is a once-in-a-century global pandemic. A pandemic is a national issue that requires a national response. The government cannot depend on private hospitals to take care of the situation. This is why the US had had a pandemic response team and why the trump administration was briefed on the plan for a national response to the issue. [/quote]
