Why can't they test everyone and divide them into three groups - above level, on level and below level, and proceed accordingly? Say, if 'on-level' for 3rd grade is reading level P, everyone above goes to one teacher, everyone on or slightly below goes to another, and those who need serious remediation are pulled out for more instruction.
