Doe (US Supreme Court - 1982) - Held: A Texas statute which withholds from local school districts any state funds for the education of children who were not "legally admitted" into the United States, and which authorizes local school districts to deny enrollment to such children, violates the Equal Protection Clause of the Fourteenth Amendment. I have worked and lived in four countries in my life. There is no other country where this is being allowed. I am really astounded. What constitutes free education? Does it include free transportation, free ESOL accomodation or free and reduced meals? Can these students be held back if they do not get a minimum grade? Can they be charged a fee if they are held back? What is the age requirement to be an MCPS student? Finally, can these students be educated in a special school until they are caught up with their language skills and they are on grade level before they are allowed in regular schools? [/quote]
