Learning is a commandment, and predates Jesus. What that PP is saying is that because Jews are more successdul, as a whole, than the average American, there can't be antisemtitism - and it's because of the converse. If he acknowledged bigotry AND that Jews do well (again, generally speaking), it would show that failure cannot be blamed entirely on prejudice. Not defending it, but we are talking about the city's seeming acceptance of blatant anti-Semitic behavior, particularly in its connection to the anti-Jew attitudes of the Nation of Islam - and how it is able to instill such bigotry against the Jewish people.
