I went through my JKLM kids directory last night as most of the OOB kids are from Mt Pleasant, Georgetown, Columbia Heights and oddly other WOTP neighborhoods.
Be careful with your witch hunt. Some OOB kids are where they are because that's where their IEP placed them. You don't know what you don't know.
No harm in reporting folks. If they are there because of an IEP it will be easily resolved. And there are very few kids in JKLM schools because of IEPs. If they can get in-class support or pull-outs, that can happen in any school. If they need a self-contained class, most are EoTP and none are at Janney, Key, or Lafayette (one each at Murch and Mann last year: https://dcps.dc.gov/sites/default/files/dc/sites/dcps/publication/attachments/DCPS%20Full-Time%20Special%20Education%20Classrooms%20SY16-17.pdf)
The website .pdf is out of date. Lafayette opened 2 new self-contained classrooms this fall. Even for an IEP that 'just' has in-class support or pull-outs, there are reasons why a MDT team may place a student with an IEP outside his/her neighborhood school. Typically it occurs when there has been bullying of the child, or problems implementing the IEP properly at the IB school.
