I went through my JKLM kids directory last night as most of the OOB kids are from Mt Pleasant, Georgetown, Columbia Heights and oddly other WOTP neighborhoods.
Be careful with your witch hunt. Some OOB kids are where they are because that's where their IEP placed them. You don't know what you don't know.
No harm in reporting folks. If they are there because of an IEP it will be easily resolved. And there are very few kids in JKLM schools because of IEPs. If they can get in-class support or pull-outs, that can happen in any school. If they need a self-contained class, most are EoTP and none are at Janney, Key, or Lafayette (one each at Murch and Mann last year: https://dcps.dc.gov/sites/default/files/dc/sites/dcps/publication/attachments/DCPS%20Full-Time%20Special%20Education%20Classrooms%20SY16-17.pdf)
