[/quote] The resources are best expended right now while the trail could still be hot. If he's alive, he's probably still in panic mode and thus more prone to making mistakes. If he's fled the country, he probably hasn't managed to blend in anywhere yet. If he's dead somewhere, the remains won't last forever and will be harder to trace and identify the longer it goes.
