because the UK isn't part of the Schengen Area/Zone with open borders.  Even before Brexit, an EU citizen still could not just walk into the UK without extra customs and immigration security.  BTDT.  They have very strict boarder controls way before now.  Versus continental Europe/EU where you can just drive from Italy to France, or France to Belgium, without going through some major checkpoint.  So it became very difficult to control who was leaving the EU.  Italy is spreading it, and they got it from Germany, etc.

I don't think people need to over think this or come up with conspiracy theories.  And I am not a Trump fan or voter.
