It's largely a boondoggle for officials and an opportunity for favor peddling. It mostly comes into play in the bidding process rather than during project management. The real problem is poor project management by DGS, which does not effectively monitor the work being completed, accurately account for expenses and cost overruns, manage approval process for expenditures, or safeguard the funds allocated for the intended services.[/quote] And beyond favor pedaling, I strongly believe that there has been a lot of outright theft in this project. I haven't read this audit closely yet, but I did read the last one and at that time, the report said that there were millions of dollars unaccounted for. Millions. Anyone here work at DOJ?
