If you have evidence that any of them lied about their residency then please contact OSSE. I have reason to believe that this is something that was done external to the lottery by the Principal for reasons known only to him. I also understand that that the issue was brought to the attention of DCPS last year by a parent who was trashing the Brent admin on DCUM and MOTH. Any frustration that your child didn't get one of these spots is understandable but not really the fault of those teachers, at least in my opinion.
