PP here who knows the area.  That Prius person was being a total jerk, then.  First of all, it's easy to turn right onto the quiet road of Corral Canyon and then make that U-turn there.  Second, that U-turn the Prius was attempting would be tight and oncoming traffic is flying down a hill very fast.  Third, they are in the fast lane and stopping to turn left at a T-intersection where logically, to turn left is to go through a house into the ocean--nobody behind you would anticipate this move.  Fourth, there is another opportunity to turn right onto another quiet road, then make a U-turn just up the hill after that intersection.  Oh, and 6th, on the right, there is a restaurant driveway (Beau Rivage) just before that light, and a gas station just after.  There is NO excuse to do a U turn if you want to turn around.

As I stated above, CA has strict liability laws re rear-ending people so it doesn't matter who actually caused the accident when determining legal liability--it's the guy at the back of the chain.  The presumption is that you should be back far enough to be able to avoid anything going on ahead of you.  However; I'm sure there will be much fighting over this, because if I was in the back, I sure wouldn't want to be taking the fall for the Prius owner.  Not on a manslaughter charge.  Ah but he's caught texting--I am telling you, everyone who drives on this road are total bone-heads--this is not looking good for Bruce.

As a tangent, if you do an image search of him in the Olympics, wow, he was such a specimen of manliness.  Not really relevant here but it was such an exciting time and I just wonder what has gone on with him since those days.  I guess it might be sort of like peaking in high school and then floundering to find one's self in the years after.[/quote]
