With the following 3 ingredients you could draw a lot of Ward 3 and ward 4 proficient students: 1) a well-designed program and 2) strong and credible commitment from DCPS, 3) Capable and open-minded Principal. It took just an announcement to draw immediately a strong cohort of Ward 3 families to Basis (the same ones who you say can afford not to be captured). [/quote]
