Nobody has said that. What has been repeated is that if there are only 5-10 kids in one school who qualify for a class, then the county does not have the resources to offer it in house- though those kids can access it through MC. Color of the skin is not a barrier for anyone in MCPS.[/quote]

It wants to allocate them to things it perceives as higher needs for the school (getting kids to grade level).[/quote]
