Because if you say that you're from Virginia, it could be Roanoke or a suburb of that.  Then you have to spend extra time explaining that you are at the complete opposite end of that, both geographically and politically.  it's easier to say "DC" and then if someone is familiar with the area then tell them Arlington or Alexandria or whatever.
