What it does do is call for proposals as the US government “invests” in primary, groundbreaking research on our collective behalf. Scientists and professors at Harvard, and other institutions, apply for these proposals and out compete other applicants to win research grants via a rigorous process. In return, the US government gets basic research that has been shown multiple times to then lead to commercial innovation. If the government did not invest in university researchers in return for driving innovation, the govt would have to hire all those scientists and pay them if they want research. So, no, the govt is not charitably funding Harvard. They have a direct relationship with the researcher/ PI on the research project. [/quote]
