That's what grew the budget by 1.1 billion. Note that no one talked about clawing back that money, just from schools and police...[/quote] It wasn't a gift. DC bought Capital One Arena as part of a $515 million deal and then leased it back to Leonsis. Then, DC started renovations on their new arena. [/quote] It wasn't a gift you say?
