For merit aid for a b student, you need Slacs that are not top tier but still interested in having a well rounded student body from multiple states. Schools like Susquehanna, Juniata, Gettysburg, and some of the Jesuit schools like the Loyolas. You don’t know until you apply but run the net price calculator and also, see what you get offered. I agree, no merit likely for B students (3.5 and below) at top SLACs or some OOS publics like Pitt, Penn State, Indiana, U Tennessee Knoxville, etc.
You MAY get into -may- Gettysburg but you're not getting much merit with a "B" average. My DC was offered the highest scholarship there but ended up going elsewhere. The top kids get money there and the "B" students won't get enough to balance the price tag. Having said that, Gettysburg was awesome and I was sad my kid decided not to go there.
