I have a rescue who has fear aggression. We have her well-trained and over the years she has become much less reactive. We are very responsible and would never ever let her off leash anywhere but inside her home or very well-known to her, safe, secure fenced area. She is "friends" with another neighbor's labs; they play great together in our fenced yards. We have two different neighbors with poodle mixes who walk their dogs off leash. One of them is very well trained and has not, in the 7 years we have had our dog, tried to cross the street to socialize with our dog. We were clear with these neighbors early on that we can't socialize our dog with hers because she just doesn't feel safe socializing with an off-leash dog while she is leashed. The other poodle owners have litttle control over their dog, who has coming running across the street dashing at our dog who is on leash, putting both dogs in a dangerous situation. I have asked them countless times to keep the dog on a leash. I have seen this dog try to socialize with other leashed dogs with similar frenzied results. It is to obnoxious, and in the 5 or so years this has been going on, they just remain clueless and selfish. Walk your dogs on leashes. Stop a lot to let them sniff and look around and enjoy being out with you. There is no great virtue in letting them off leash.
