Wait 90 days and if the tenant didnt vacate, it's the tenant breaking the law. I will change locks,move in myself or a family member. The tenant looses homestead rights from expiration date of this notice and won't have a case in any court. DCRA does accept these notices with "pending license" application. So go kiss you low back.
