There's are reasons for this. 1. To keep babies safe. 2. To ensure parents trust that the formula is safe. It's not straightforward to change the regulatory regime, since the system is designed for safety...not resilience. We don't have a regulatory regime that makes it easy to take half-measures. Maybe we'll develop one, but it's hard to do it on the fly.[/quote]
