Walmart has very strong security and close relationships with local law enforcement.[b] These thefts target stores with high value items, limited security measures and in a municipality with limited appetite for criminal sanctions of this behavior. [/b]

Boiling it down to a black/white thing is racist and stupid. Go spend some time in rural WVa/Ohio/Kentucky or visit an Indian reservation. You will get a very strong understanding that poverty is poverty, regardless of race.

So your point is that white people aren’t looting stores because it’s harder to do so?  Basically white people would be looting local Walmarts if they didn’t have as good of security and relationships with local enforcement ?

Instead I would say that it’s simply not socially or culturally acceptable in these rural areas to loot a Walmart.
