"Managing" offers does not have to refer to money, it refers to all their offers and figuring were would be the best fit. Many boys offered multiple schools (Penn, Mich, Duke, UVA, Yale, Georgetown, etc). It's called managing when you have to look at all offers, visit schools, and way the positives and negatives.
