Yep.  I have 18 year old twins, HS seniors.  I tell them to wear a mask when they are out at all times.  They had small groups of friends over during the summer, mostly outside.  My DS has a friend who comes over to play video games.  He drives and goes on dates and friends have "kick backs".  But, when he's out, I don't know that he is being careful at all times.  My DD plays travel club sports and is on the road quite a bit with her team.  At some of the tournaments, some teams wear masks during game play like hers, but others don't.  No spectators but still a risk. They will be away at college in less than a year.  I will continue to encourage masks and social distancing when out but in the end you cannot control young people.
