What change the law PP doesn't seem to realize is that it would be political suicide to change charter law in any way to make it [i]more[/i] like DCPS, i.e. boundary preference. It flies in the face of the spirit and the letter of the law to give preferences by address. It would also give even more incentive for address fraud. You'd have better luck shutting down the OOB lottery than changing what is widely viewed as one of the most charter friendly laws in the country. [/quote]
