Not to mention if you encourage the through traffic to stay on the major arterials, where it should be, then the volume will tend to slow the speed anyway.[/quote] Ideally, yes, providing that DDOT doesn't decide to engineer the major arterials so as to reduce vehicle delay, i.e., increase vehicle speeds.[/quote]
