There is no policy to automatically notify ICE of the detention or release of any suspects. ICE needs to make an explicit request for notification. If they do not notice that a suspected illegal immigrant is being detained for a crime, they won't be able to make a request. The county will shield such suspects unless the incident makes it into the news, ICE hears about it, and submits a request for notification. So, if the two news stations hadn't picked up this story, ICE would not have known about it and would not have made the request and MoCo would have never alerted them.
