You find out as soon as you open the letter. That said, I have been on both sides, as I received the ineligibility letter last year and just got the eligibility letter for the referral on my now third grader. I could tell before I even opened it that she had been found eligible because it was clear there was a form to fill out - I could see the lines through the envelope.
