The only reference to the Steele Dossier in the Mueller Report is a single FOOTNOTE:

“Rtskhiladze said 'tapes' referred to compromising tapes of Trump rumored to be held by persons associated with the Russian real estate conglomerate Crocus Group, which had helped host the 2013 Miss Universe Pageant in Russia. ... Cohen said he spoke to Trump about the issue after receiving the texts from Rtskhiladze. … Rtskhiladze said he was told the tapes were fake, but he did not communicate that to Cohen.”

The Steele dossier was used - illegally - to continue the spying by the government by including information in the FISA warrants. 
Nobody is claiming that the Steele dossier began the investigation. 
But, I do recall that the liberals who frequent this site thought (and some still think) that it is a legitimate piece of work, when in reality, it is a piece of $hit.  [/quote]
