[/quote] OPM instructs VA to resume using 714 authority, which does not provide for PIPs. VA employees can be fired without first placing them on a PIP. It will take time to terminate the CBA, but when that happens, the union is dead and the union folks will have to resume their normal job duties full time.[/quote]
