That law was allowed to expire because it gave Independent Counsel too much independent power without oversight, which was arguably abused by Ken Starr. The current system of Special Counsels was implemented through regulation and the Special Counsel answers to the AG. It has been used in every major Special Counsel investigation since 1999 without issue regarding Constitutionality. [/quote]
