She was saying that historically some real estate developers cut deals with the county in the early 1990s to have some areas in Herndon rezoned to Langley and said they wouldn't build expensive homes unless the areas were redistricted. She questioned the legality of those deals but suggested they were immoral and unethical, even if legal. She was suggesting that, going forward, Langley should stop getting special treatment.
