You waste so much time and effort hating on Acadamies. Its a weird obsession you should consider having it looked at by a professional. Acadamies will eventually occur in some form or fashion because they always occur when the goal is to field the highest level of talent. The second level Berman is referring to could easily be a college/pro league US Soccer puts together after NCAA gives soccer to them. In that model colleges would function like Academies because schools are funding player development and facilities. You could even have a couple more traditional non college Acadamies funded by the better NWSL clubs that use their money and a p2p youth club money to fund it. The big hangup on doing this right now is some clubs dont want to do this while others do. If you add in college competition you dont need the entire league to participate.
You are assuming colleges and the ncaa want in on all this. College coaches get paid to win for their institutions first and foremost, not be a minor league system. MLS and NWSL only have so many teams and roster slots. You are also assuming professional is the primary goal for our top soccer players, many or perhaps most want the scholar-athlete experience instead to prepare of a more reliable future. Forcing those kids to play year round and in a pre professional track is ludicrous.
