1, Globally MLS is a 2nd/3rd tier league which does not compete for A list talent. It makes sense to have local academies as a pipeline. NWSL, however sits among the top of the food chain and could get the biggest established stars and the up and coming starlets
Starting its own academies is not on the top of the to 
do list.

2, Commissioner Jessica Berman herself recently indicated  they are focusing on launching its own division 2 league, with teams affiliated with NWSL clubs , as young player development pathway. Think of it as some kind of triple A ball of Major league baseball.

3, The current league salary cap is about 3M, about the same amount to fund a full academy. I don't see how the franchises have that kind of money lying around.

4, Global player transfer market is still not a thing. Despite the occasion big money transactions involved a handful of big spending clubs. Most of the deals are of meager amount . Not ( yet ) a viable way to recouperate the cost of academies.

5, And who's to say NWSL won't partner with ECNL ? Currently 3 NWSL teams have "affiliated" academies with ECNL, Portland, North Carolina and Louisville. And 2 others with GA.

Not seeing it happening in the next 7 years at least. After that who knows, ECNL , GA could all be gone by then.
