If they were parallel, height would not have mattered. If you have flown into DCA there are often helicopters close and parallel. Sending flight to that new runway would have been fine but helicopter was on that route. ATC only asked repeatedly if had plane in view, did not direct more maneuverable helicopter to pull up, turn left, anything that would have changed the trajectory or say a crash was imminent.
