Because if you're sitting back and thinking that they are going to do the right thing on their own, you're going to be sorely disappointed. They're going to cave to the most vocal and organized groups. And why are they allowing transfers (with transportation provided) at the MS and HS level to any school under 120% capacity, but not the ES level? If you would prefer to transfer to Jamestown, Nottingham, or Discovery rather than have your child at a grossly overcrowded school, you should be able.
