[/quote] This whole "report it or shut up" perspective doesn't make much sense to me. If enforcement of the law is entirely dependent upon complaints from other citizens, that's basically advocating a system where standards will never be enforced on a widespread basis. Imagine if law enforcement only responded to crime that was reported to them from other people and did no independent enforcement of the law on their own. Sure, I would encourage people to report those breaking the law, but I think you can also advocate for a system with more robust verification procedures for income eligibility than exists currently. Of course, one isolated example like the PP posted is nothing more than anecdotal evidence of widespread fraud, but no reason they shouldn't share it unless they also report it. [/quote]
